We have found that it is useful to consider the following issues when planning cycle parking, and especially when developing a cycle locker programme.
OWNERSHIP - It helps if the users, or potential users, are involved as much as possible in the decision making process. This could include the cyclists themselves, or groups such as C.T.C. (Cyclists Touring Club), B.U.G. (Bike User Group) or Green Forum.
MANAGEMENT - Both lockers and stands will need some administration if they are to be used and popular. Old and abandoned bikes need to be removed from stands and racks. For a locker programme to be successful it is important to assign an individual and/or assistant to market and administer the scheme. They should be accountable for the spare and master keys, rental agreements, payments, deposits, refunds, maintenance etc.
LOCATION - While stands should be as close as possible to the final destination, cyclists are prepared to walk a little further to a locker. However it helps if the lockers are installed near to main entrances, and showers/clothes lockers, in well-lit areas. Consideration should also be given for access to the lockers at night, and coverage by CCTV or siting near to windows or public areas is preferable.
ADVERTISING AND PUBLIC RELATIONS - Lockers are a clear sign that you are promoting cycling, and it is often beneficial to install quality, reliable products that fit this image. An advertising panel on the end of a bank of lockers or on individual doors can reinforce this message.
